    A new report shows a strong correlation between slow home priceappreciation and high foreclosure rates, although its clear thecorrelation does not involve a direct cause-and-effect relationship. The Office of Federal Housing Enterprise Oversight (thank goodness for acronyms) on Thursday released home price appreciation statistics for the first quarter of 2006, which show that U.S. homes are appreciating at the slowest quarterly rate since the firstquarter of 2004.     Home prices on existing single-family homes continued to sink further into the abyss nationally during the first quarter of 2008, according to two leading industry indicators.
